The project for the Russian Ministry of Economy and three pilot regions in Russia (Kaluga, Saratov and Yakutia) continued in 2008. The aim of the project was to contribute to the formulation of a stable development strategy of the Russian government and to promote the competitiveness of the Russian economy. For the three pilot regions, impulses were to be given within the framework of economic development. In particular, the aim was to promote the performance of the national economy beyond the raw materials sector - the global economic developments of 2008 underline the special significance of this project. As consortium leader, the Deutsche Sparkassenstiftung, together with the Russian Academy of Public Administration under the President of the Russian Federation and the Italian Fondazione CUOA, was commissioned to prepare a series of studies and recommendations, suggestions for the reform of legal framework conditions as well as guidelines for the structure and mode of operation of various development institutions between August 2007 and March 2009. In addition, a study tour and four seminars were held.

In 2008, experts from the consortium worked on the following specialised topics:

  • Development and operation of development institutions and public-private partnerships
  • Development of the Russian financial market into a regional financial centre
  • Impact of funding programmes on regional and supra-regional clusters
  • Legal basis of the financial market and financial sector institutions
  • Relevance of measures of regional promotion institutions with regard to the achievement of defined goals
  • Evaluation system for the efficiency of different funding institutions
  • Improvements to the legal system to increase the competitiveness of the economy
  • Creation of regional and supra-regional promotion institutions
  • Selection criteria and processes regarding projects supported by funding institutions
  • Evaluation of the efficiency of investment projects and decision-making procedures.

The project was funded by the European Union within the framework of the TACIS programme and managed by a Sparkassenstiftung staff member. Around 50 experts from six EU countries and Russia have been deployed in the project so far.
