Cooperation with the Central Directorate of National Savings (CDNS) in Islamabad is based on contacts with the Pakistan Savings Banks Organisation since the 1980s. They had been interrupted by the political conditions in Pakistan. Numerous trainees and managers had already been trained in Germany. In 1993, CDNS experts were again trained at the Calw District Savings Bank and the Württemberg Savings Banks and Giro Association in Stuttgart.
In Pakistan, the CDNS, as a department of the Ministry of Finance, represents the pinnacle of the savings bank system. Twelve regional directorates with 363 branches employing 3,200 people form the substructure of the system. The CDNS is almost exclusively active in the field of savings collection. In view of the fact that the financial sector in Pakistan was also showing signs of liberalisation in the meantime, the German Sparkassenstiftung intended to work out a long-term cooperation project in the course of 1994.
