Most micro, small and medium-sized enterprises (MSMEs) in Ukraine are directly and indirectly affected by the war. Micro, small and medium-sized enterprises account for 99.8 % of all enterprises in Ukraine, 96 % are micro enterprises. Before the war, MSMEs employed 63 % of all employees in Ukraine and generated 49 % of value added in the business sector. The Russian war on Ukraine has severely damaged the development of MSMEs in the country. Average profit loss of MSMEs reaches 43% country-wide, average staff reductions reach 22 %. MSMEs need funding to replenish working capital, restore destroyed assets, modernize production, and sustain operations.

The project aims to contribute to Ukraine's recovery plan, which defines access to emergency supplies in the war economy and access to competitive capital/credit costs in a post-war economy for MSMEs as a conducive factor for resilient recovery and reconstruction. The aim of the project is to implement an MSME Investment and Working Capital Grant Facility and to support the Business Development Fund and selected partner financial institutions in developing appropriate institutional capacity and individual skills for the management and expansion of the MSME Grant Facility.

Project Tasks:In cooperation with the Business Development Fund, a program is being launched at four Banks and one Credit Union in Ukraine, where MSMEs can take a loan for investment capital or working capital. The project also aims to support BDF and partner financial institutions through technical assistance and to support Ukrainian MSMEs through capacity building measures.
