The aim of the project is to strengthen Uzbekistan’s dual vocational training system for the financial sector (banks and microfinance institutions) by establishing a dual vocational training program (TVET) and a dual bachelor’s degree program (HEI) modeled on the German system, in partnership with selected banking institutions, technical colleges, and universities.

The lack of dual training components impairs the operational flexibility and efficiency of the Uzbek banking sector. Banks predominantly recruit university graduates whose qualifications are academically sound but whose practical experience is usually limited to short internships. At the same time, the starting salaries of these graduates are generally higher than those of graduates of dual training programs, which increases personnel costs. The introduction of a dual training system is therefore intended to enable more needs-based personnel development, more efficient use of resources, and more sustainable workforce stabilization.

Tasks

  • Adaptation of curricula and teaching materials for dual vocational training and dual higher education (including private educational institutions)
  • Accreditation of instructors for vocational training
  • Strengthening the capacity of three educational institutions for dual vocational training, including the professionalization of teachers, company trainers, and vocational trainers, as well as training career counselors in methods of gender-sensitive career counseling and career planning
  • Establishment of an examination board, including the development of examination content and guidelines, as well as the administration of the first round of examinations
