The German Sparkassenstiftung uses public and private funds in its project work, taking into account economic efficiency and thriftiness.
In order to continuously improve our commitment and ensure the quality of our project work, we evaluate our work together with independent experts and evaluation institutes. The insights we gain enable us to learn more in order to further increase the effectiveness, efficiency and sustainability of our projects. In this way, we ensure that our projects achieve the greatest possible impact.
Program evaluation of the BMZ-funded KVP-program
The projects of the German Sparkassenstiftung, within the framework of the BMZ-funded program 'Chamber and Association Partnerships (KVP)', were assessed for their effectiveness in an independent evaluation conducted at the end of 2024 and the beginning of 2025.
For this purpose, seven projects in Latin America, Asia and the Caucasus (including Ukraine) were randomly selected, all of which were completed between 2021 and 2023 (= 30% of all completed projects in this period). The projects and their impact were reviewed in the form of over 170 qualitative interviews, eight focus groups consisting of partners and the local population, as well as comprehensive surveys of employees and selected on-site visits.
The results confirm this: The German Sparkassenstiftung's work makes a decisive contribution to promoting financial inclusion and economic participation – especially for small and medium-sized enterprises and disadvantaged population groups.
The good ratings of the project work in all six OECD-DAC criteria not only prove an effective and efficient use of funds. The evaluation also concludes: “The program's projects achieved international recognition and at the same time strengthened the BMZ's reputation and ‘soft power’ in the partner countries.”
The positive evaluations confirm the quality and dedication of the project teams in their daily work. To further enhance our approaches and strengthen learning processes, the next step will involve reviewing the recommendations from the program evaluation and addressing them in a management response. Subsequently, the recommendations will be implemented and monitored.
