According to the most recent National Forest Inventory (1993), forests and woodlands in the Republic of Armenia covered 460,000 hectares. These forests supply the neighbouring population with timber, forest products and firewood. In view of geopolitical developments, it is unlikely that firewood will be replaced by natural gas in the short to medium term. Energy-saving measures through increased energy efficiency and insulation measures are becoming increasingly important, especially for households in rural areas. In addition to the pressure on the forest ecosystem caused by deforestation and the use of resources as a heating source, Armenia is also faced with the arrival and integration of over 100,000 displaced people from Nagorno-Karabakh. In the border regions, the poverty rate is over 50 per cent and the displaced people are severely affected. Humanitarian aid and long-term support are therefore urgently needed to alleviate their plight.

The main objective of the project is to provide emergency assistance to displaced persons from Nagorno-Karabakh and their host communities in the five regions of Tavush, Lori, Shirak, Gegharkunik and Syunik. Due to the urgent need for suitable heating sources during the winter, displaced people and their host communities are considered the most vulnerable households. In addition, the project aims to link the demand and supply side in terms of energy efficiency solutions, thus contributing to the emergence of a new market for energy efficiency devices in selected rural areas. In particular, the use of energy-efficient stoves at household level and local metal and stove manufacturers are to be promoted.

Tasks
At least 75 potential metal manufacturers from the five target regions will be introduced to the technical aspects of energy efficiency and the production of energy-efficient stoves, including qualified displaced persons from Nagorno-Karabakh. In a public tendering process, metal processing companies from all five target regions will be selected and trained in business and technical aspects to ensure the availability and distribution of energy-efficient stoves in the target communities in a short period of time. A marketing campaign to promote the energy-efficient ovens will be designed and implemented for the identified target groups.
