Project description

Contacts between the German savings banks organisation and TPOSB date back to the mid-80s. Various studies were carried out, outlining the conceptional framework for restructuring TPOSB with the aim to achieve legal autonomy.

With German assistance, a new savings banks act was passed by the Tanzanian parliament in 1991, enabling the transformation of TPOSB into a legally and economically autonomous institution. Apart from the capital restructuring, the transformation process included an audit of TPOSB’s entire business policy in the area of deposit and lending business, a service level agreement between the autonomous postal savings bank and the post offices and the selection and – if required – training of the necessary employees.

Services provided

  • Elaboration of a conceptional framework for TPOSB’s legal autonomy
  • Support to the elaboration of a new savings banks act
  • Preparation of a service level agreement with the post offices
